I recently have EXCHANGE2003 with WINDOWS2003 configuration and i
configure
the SSL for OWA.Now problem is that staff in company can access

EXCHANGE2003 via OWA,but it is not woking in outside and display

Have a look for your most recent IIS Log File in
C:\Windows\System32\LogFiles\W3SVC1 . Double-click it, and it will
open
in
Notepad. Note that the times in the log file are in GMT. Look for
requests
for Exchange coming from external IP addresses. If you can't see
any,
then
they are not reaching the server. If you do find some, can you
post
them
for us?

Is your firewall/router configured to forward port 443 traffic to the
correct server?
I don't understand clearly what you mean with "Is your firewall/router

addresses.
It's possible that another server is responding to your 443 telnet, or
maybe
even the router itself (if it has a web interface configured to use SSL).
You need to log into the router, find the port forwarding rules, and make
sure that the intenal destination is your Exchange server.
An easy way to test is to go externally to https://servername (i.e.
without
the /exchange on the end), and see what responds.

It's possible. Even if the port forwarding was correct, though, there are
still a few things that would need checking in IIS, though. Such as the
Host Header value for the default web site. If a Host Header is configured
that is different to the server name used externally, then that would stop
IIS responding to the requests. The port forwarding is the first thing I
would check, though, if you have access to the router's configuration.
