I complete agree with you, the transport rule is a good workaround.
When you run the New Transport Rule wizard, at the Actions page, you can
select option "copy the message to addresses" to journal email. For which
email to journal, you can select the options in the Conditions page. May be
the option "when the message header contains specific words" is good for
you.
