Not sue what else to have you try. I followed kb297121 and if I remember
correctly had to run
regsvr32 c:\windows\system32\inetsrv\iisadmpwd\iispwchg.dll
cscript.exe adsutil.vbs set w3svc/passwordchangeflags Value
and tweaked the PasswordExpirePreNotifyDays setting, based on the kb833734
article and everything works for me.
You have all the service packs loaded on your server?

I've read these, they don't help. I'm not having problems changing the
password once I'm logged in, and we already use FBA with SSL. I just want
to
do it for people whose password is set to change at next logon.

Also you have to allow Active Server Pages under the Web Service
Extensions,
it's disabled by default in IIS 6.0.

with Exchange 2003, but nothing for 2007.
