Yes grant this user the rights to modify the attributes "write
personal info" "write general info" for all users.
1. Open Active Directory Users Computers
2. Right click your domain; properties; security tab, click advanced
button
3. Add the user. Click properties tab. Apply onto: user objects
4. Grant write general information; write personal information. Click
ok
You can then create an ADUC task pad or have them go to start -->
search --> for people. Look in Active Directory search for the user
and they can edit it directly from there.

question is it possible to assign one of these HR people to just be able to
