I've read these, they don't help. I'm not having problems changing the
password once I'm logged in, and we already use FBA with SSL. I just want to
do it for people whose password is set to change at next logon.

Also you have to allow Active Server Pages under the Web Service Extensions,
it's disabled by default in IIS 6.0.
