IIRC, thats an old bug in Exchange 2000. Restarting the IIS was the
fix.

It was something to do with IIS starting up before Exchange. IIS tried to
connect to the VDirs before Exchange was ready to support them, so the stop
signs appeared. Looked untidy, but didn't affect the operation, though.
