There is no way to set mailbox limits to a group of users.
If you are running Enterprise Edition of Exchange Server 2003, then you can create multiple mailbox stores, assign limits to the mailbox stores and move users with similar needs to appropriate stores. Of course, you always have a possibility to make an exception for the limits to a user, by changing them on a user level.

Does anyone know how to set different mailbox size limitations for different
groups of users? We use Exchange 2003 and have only found several ways of
doing this but all have global affects. This seems like a basic thing and
I'm probably just overloking something but I can't figure this out. I just
need to have the Upper level execs with bigger limits than others.
