do you have the "Folder List" view selected? you should see Public Folders
there...

files and I created the public folder on the exchange and enabled the
mail but then what how do I point the end users to the folders.
You mean how do they locate them in Outlook? There should be a complete
tree view of them underneath the mailbox folder listing. Or do you mean
something else?
