Exchange 2007 Connectivity Issue

We have recently installed a new exchange 2007 sever into our
organization. We only have a single exchange server so it connects
directly out to the internet. All is well with the server and mail
flow. The problem that we have is with Outlook. Users using Outlook
versions 2002 through 2007 have a problem, all day long they see error
messages saying that the connection to the sever has been lost and
then that the connection has been restored. All of our branch offices
use a VPN ( CISCO ) to connect back to the corp office. I loose no
traffic over the VPN and the ping times are at lowest 20ms and under
and the highest is 80ms to one very remote site. Recent research led
us to think that the problem was packet fragmentation on our network.
We made corrections, and network and routers are now operating
optimally, but we are still having the problem with outlook. I am
running out of ideas on this one. We have tested and retested remote
site connectivity to corp with no traffic loss. Even when the errors
are being seen. They show up a seemingly random times on all clients.
All clients are setup to use HTTP/RPC to connect to the exchange
server.
Any thoughts would be appreciated.
