- Look at the policy's ldap filter - is it picking up the users you want to apply this policy to?

Okay, so I tried to apply the filter that you specified below, hence
specifying the folder Junk mail in the list and asked it to generate a report
only, but when I then manually start the mailbox management process, the
information that I receive in the report mail tells me that there has been 1
mailbox that has been processed but that no emails have been touched.
When specifying the folders, there are folders that have more than one word
in their names and this worries me. Is there any need to put quotation marks
in front of and after the specified path or should it work anyway? I tried
putting quotation marks around the whole path but the result came out the
same anyway.

- The action taken can be changed from "When processing a mailbox" - for
reporting, change this to "Generate report only". It doesn't need to be set
to "Delete Immediately" or "Move to Deleted Items folder" to generate a
report.
- Checking "Send notification mail to user after processing" sends the user
an email. Click on the "Message" button to customize the message *for users*
- Admins always get an email. This is setup in server properties | Mailbox
Management tab. Specify an admin mailbox, and select the message type
