They have been added to user's Favorite Folders. A user could have multiple
public folders in their Favorite Folders and some will show up bold for new
messages and some will not.
Is there some setting somewhere that governs this? I have searched on this
topic and the only advice I can find is to add the public folders to the
users's favorites which I have done.
Any help would be appreciated.

Do you have 'Maintain per-user read and unread information for this
folder' set on the public folders in question?
