Yes, the Windows Server 2008-equivalent of NT Backup doesn't provide a way to backup Exchange Server 2007. Exchange does have the necessary APIs - Windows Server 2008 doesn't use them.
Your options are:
- third-party tools
- user NTBackup from Windows Server 2003 to perform a remote backup

I just wanted to double check what I am finding regarding backup of Exchange
2007 on Windows Server 2008. That being that there is no way to do it out of
the box? I have seen a hack regarding NTBackup from 2003 on 2008 but that
scares me a bit. I find it hard to believe that the only MS supported
solution is DPM at over $1000. For small shops NTBackup it is quite fine.
This on top of upgrade block from 2003->2008 seems like it is very unfriendly
going to Server 2008 now. Any ideas?
