Altering public folder heirachy - moving a folders to a different parent folder

I have hundreds of public folders distributed between 4 or 5 top-level
public folders. To make things easier to find, I've added some more
folders at the top level thinking it would be easy to move a few
folders into this new hierachy.
ie I need to move /All Public Folders/job/foo to /All Public Folders/
adm/foo in a nice easy manner.
But no - the path of a public folder seems to be set in stone. How do
I change it? Googling has proved useless so far as all it returns is
hundreds of pages about moving public folders between servers.
These folders are on an Exchange 2007 SP1 server.
