reply and forward non-client-side...

I would like to reply to all e-mails coming to a specific user with a
standard message that says "Yada yada, blah doesn't work anymore. Please
e-mail blah2 in the future." Then I would like to forward these messages on
to blah2. I know I can do this with a client-side rule but it hasn't been
working consistently. I log blah into the terminal server then disconnect
with Outlook still running. After a few hours (not totally sure how long
exactly) the client-side rule will stop working. Is there a better way to
do what I want?
