When your mail server sends mail to Postini, the outbound service
makes an immediate connection to each recipient, and does not send
back a success to your mail server until all recipients have received
or rejected the message. So with Hotmail, there may be a lag within
their system backing up your outbound flow. I would also suggest
having your recipients white listing your domain.
Also, when a message is reinjected and is then sent through again, the
Outbound service treats the resubmitted message as a new message and
scans the message again.
