Same problem here. I have the hot fix applied and glitchretry at 120 secs.

Tell the person who answers you that this issue has already been escelated,
and you should ask to speak directly with 2nd level support team or higher.

All was seeming to be good for a few months but yesterday after a server
restart, the dreaded delayed mail NDRs popped up again

We can only live in hope that a fix will turn up. (maybe the fix is called
Exchange 2007)
