Very intermittent duplicate emails issue

Any insight to this issue would be appreciated, it's starting to drive
me nuts! :)
Anyway, I have a single user in an enterprise of about 500 mailboxes
that periodically will contact our help desk to state that people are
receiving multiple emails from her. The emails she sends that act this
way are always to internal people, not to the Internet. And, often
within minutes, the issue disappears again, and she is able to send
single emails to people who were receiving doubles.
It's an Exchange 2003 Enterprise installation, very straightforward,
no POP3 connector running. It's all SMTP and Internet, and this mail
that is problematic is all internal anyway...
