It's on page 7 of the Getting Started guide and on page 27 of the Installation Guide. The Installation Guide references Exchange 2007 but the instructions are identical for 2003.
Enable BlackBerry users to send messages when using Microsoft Exchange 2007
1.On the taskbar, click Start > Administrative Tools > Active Directory Users and Computers.
2.On the View menu, click Advanced Features.
3.Right-click the root of the domain.
4.Click Properties.
5.On the Security tab, click Advanced.
6.Click Add.
7.Type BESAdmin.
8.Click Check Name.
9.Click OK.
10.In the Apply Onto drop-down list, click User Objects.
11.In the Allow column, select the Send As check box.
12.Click Apply.
13.Click OK.
This will give the BESAdmin account the Send As permission for all user objects. If you only have 20 users you can set the permission on just those manually or via a script, but you'll have to remember to grant the permission to any future BB users.

I am not having any problem. I am following the installation guide for BES
4.1.4 and at the point where I need to give the BESAdmin account the send as
permission for all user accounts in the users container. The instruction
merely stated that it needs to be done but does not show you how. Since we
only have 20 blackberry users, do we need to give the BESAdmin account the
send as permission for everyone?

what i did was uninstall the KB926666 patch. it is fixed after that.
