You are right, X.400 is not used natively in 2000 and 2003 but it is an
integral part of the proxy and cant be disabled. The problem mentioned here

your servers, deny all permissions to EDS group, have it replicate the

If there are permissions problems, then its easy enough to discover.
the poster can Run Exbpa and check the permissions health check box.
99% of the time when users says x.400, they really mean x.500
however.
Or an "Encapsulated Address", which includes the legacyExchangeDN of a
container and possillbe the SMTP address of the recipient. Not having
seen the address, though, I think the whole discussion is just
speculation.
