Exchange 2003: Multiple sites via slow link

Hi all.
We have an exchange server up and running with no problems at present.
We have a satellite office that currently runs without a server. My
goal is to deploy a server at that office for file server, local AD
server, fax server etc. All of this I have no problems with setting
up.
The link between their office and the main office is a rather slow
ADSL. We're finding lately a lot of complaints about issues with
exchange. Even in slow-link, and cached mode, when they receive emails
with attachments, things can bog down significantly. We're loathe to
switch them to POP mode, but so far it seems to be about the only
option, unless;
If we install a server at this location, is it possible to install
exchange as a mailbox server at this location, and move those people
to that mailbox store? Will this speed their connection in terms of
getting mail? (ie, i know it will still have to traverse the link, but
once its gone from EX1 -> EX2, the download from the mailbox store ->
outlook should be MUCH faster)
I believe this is possible, my additional questions are:
1) What is the licensing issues in terms of adding a mailbox store
only exchange? This requires an additional license i guess? Or is it
only a license per full exchange install?
2) Is this difficult to implement in an existing single-server
exchange configuration?
