Connection Settings for RPC over HTTP

What is the best configuration for RPC over HTTP Outlook 2003? Should I
enable http before TCP/IP? For Fast and Slow connections, neither/both ?
What about downloading headers for fast or slow connections? Does this make
a difference.
The reason is I am having issues with Fast connections and response time in
outlook when hitting reply to emails. Take a while for the reply email to
come up.
