New recipient policy not applying to mail-enabled user accounts

My company's (Exch2003sp2-Ent on W3Ksvr-Ent) current standard default email
address is firstinitial-lastname@xxxxxxxxxx .
Our NEW standard requires a new default email address be added for all
employees: givenname.surname@xxxxxxxxxx .

I am attempting to add this new email alias of givenname.surname@xxxxxxxxxx
to all users using an email recipient policy with the format %g%s@xxxxxxxxxx
I have created a filter in this policy, so it applies to the following:
Users with Exchange mailbox
Users with external e-mail addresses
Contacts with external e-mail addresses

Within the properties of this policy, a "find now" successfully finds all of
my intended targets which include the following:
500 user accounts whose mailboxes reside on my server
3500 MAIL-ENABLED user accounts (no mailbox) which also need to have the new
address applied to them. These basically are logon accounts with email
redirectors, as I receive email for these users as username@xxxxxxxxxxxx ,
then redirect their mail to username@xxxxxxxxxxxxxxx , for reasons I won't
detail here. They also need to access domain resources, so therefore need a
mail-enabled user account as opposed to a standard contact. Their redirector
has a default address of username@xxxxxxxxxxxxxxx and an additional alias of
username@xxxxxxxxxxxx, which must be changed for all 3500 users.

MY PROBLEM:
When the recipient policy is applied on a test domain, the policy works to
perfection on user accounts who have mailboxes, but the policy completely
ignores all mail-enabled user accounts.
Is this by design? And if so, why?
If not, any help on how to get the policy to apply to mail-enabled accounts
would be greatly appreciated, as I am hoping to not have to resort to
manually keying the address to these 3500 users.
