IISadmPWD change password web page doesnt work on x64 and Exchange 2007

we run Exchange 2007, with 2003 x64 sp2..

I have the password change virtual directory installed.. i cant access
it directly like i can on other servers.. i get a 404 page cannot be
displayed error when doing so..

ie: via https://exchange02/IISADMPWD/aexp4b.asp

We could use OWA, but if a user's password has expired.. they have no
way of getting into OWA to change their password via the standard OWA
2007 change password button.. so this isnt effective..

If they could access the change password generic web form, then this
would be the workaround but that doesnt work either.
