LDAP Query Based group

Hi all,

I wonder which rights i have to delegate to someone in order to allow
him creating this kind of group ?
This guy is already Full Admin Exchange and he can create group
(security and distribution) but he doesn't have the option LDAP Query
group. Organisation is 2003 Native and I (domain admin) can create
this kind of group.
