Thank you for posting here.

According to your description, I understand that you unable to download OAB
from Exchange 2007 to Outlook. If I have misunderstood the problem, please
don't hesitate to let me know.

Based on my research, I suggest we try the following steps to see if we can
resolve this issue:

1. Please open IIS on Excahnge 2007

2. Extend to Default Web Site -> OAB

3. Open the properties of OAB Virtual Directory

4. Select Virtual Directory tab, ensure the application pool is associated
with DefaultAppPool.

5. Then, go up to Application Pools in IIS and be sure the DefaultAppPool
is started. If not, start it.
