Exchange 2007/outlook 2003 - attachments (emails) are stripped, other attachments are ok

Hi,

We are using ex2k7/ol2003, we seem to have an issue where when a user attaches emails within another email, these attached emails are stripped at any destination (except internal).

Normal attachments go through fine.

What could be causing this?
