Yes MRM should work with Outlook 03. This is a server side operation.
Of course you should be keeping emails on the server and not downloading
them to local PSTs

Just curious if anyone knows if the junk email folder has a retention
default deletion # days policy.. i thought somewhere in mailbox
settings i saw 14 days.. but i dont think this value was changeable..

I realize there is the manage records management, default folders area
for this.. but i'm not sure if this area would override the other..

Does anyone know the correct way to set this value to 30 days,
globally, perhaps with a script and not using MRM?

I recently set some short Junk Email retention policies and applied
them to a few boxes.. for some reason they aren't taking effect.. I
did the same for deleted items.. they are working ok.. any thoughts ?

Does MRM work on 2003 clients too? I'm guessing it should, though i
have some 2003 clients that dont seem to be as well.
