i ended up restarting the exchange server last night then it created the
email address. so not sure what actually was going on.

Exchange server can properly resolve the DC/GC it's trying to access. I have
ran into times where there was a "hiccup" earlier in the day, and in the
interest of time I had to just restart the System Attendant service (which
was okay to do in the environment I was in.)
If none of that works, then it may be a permission thing on the user
account. If the RUS doesn't have rights to update the user, then it can't
stamp the attributes it needs to. Try creating a new vanilla user. If it's
getting successfully stamped, then see if the user that isn't has any "funky"
permissions (i.e. not inheriting from the OU)

no apparently RUS did not run because there is no email address on the
account. i checked the event logs and nothing suggests that there was an
error. what i meant was so far no email address has been applied to that
account, so naturally there's no mailbox created yet...

i tried to do an update now on the RUS earlier this morning but still
nothing. should i try the rebuild?

There are a number of factors that can contribute to your issue. First
the RUS has to run to stamp the email address, etc. on the account. Is this
succeeding? If not, check the event log for errors since it's usually pretty
obvious where the issue is from there. (of course if you're running '07,
this doesn't apply.... no RUS :-))

If the account has an email address applied to it, and the mailbox itself
just hasn't been created yet, you should be able to send an email to that
user which will force the mailbox to be created. Typically the mailbox
itself isn't created until the user sets up their outlook profile and
connects to the mailbox, or until it receives a new mail item. I've
typically sent new users a welcome message, just to ensure the mailbox is
created immediately (which helps new non-outlook users).

There are a few other options, so let me know if this doesn't help, and I'll
pass them along.
