Exchaneg 2007 OWA menus not the same as Exchange 2003

In Exch2003 OWA, if you right click a message you have about 20 menu
options. In 2007 we only see about 5. There is no ability to create a rule
form the actual email for example as there is in 2003. Any insight into this
would be very helpful!
