E-Mail Privacy Concern

We are about to rollout Exchange 2007. I have discovered the cmdlet
to allow someone to read someone else's e-mail:
Add-MailboxPermission -identity IDForTargetMailbox ?User
IDForPersonAllowedAccess ?AccessRights FullAccess
I know this is helpful for setting up shared mailboxes and also
accessing e-mail of terminated employees but it has potental for
abuse.
We plan on having three Exchange admins. Is there any way to audit
this so that any admin can be assured another admin is not reading his
e-mail? One admin will be our manager.
