Not necessarily. When you put someuser@xxxxxxxxxx into the "From:"
header and hit Ctrl+K does the email address change to a Display Name?

Yes, when I hit CTRL+K the Display Name is populated. I check the SMTP
address of this CTRL+K created Display Name and it is the _exact_ same as
when I try to manually enter the SMTP address.

Is there a Contact in the user's mailbox's "Contacts" folder that also
has this information?

No. It's only in the cache (the .nk2 file). It gets there from the user
replying to the person when they receive an e-mail from the other person
using the iPhone. I may not be explaining this clear. user1 has an iPhone
and sends an e-mail to user2. user2 tries to "send on behalf" of user1
using what has been populated in the cache by the iPhone (it's just an SMTP
address). When user1 uses what's in the cache generated from the GAL it
works fine.

How can I enable a user to send on behalf of another
user by choosing the name from the GAL or choosing it from the cache
(which
happens to be the full SMTP address)?

The email address you see may be in Outlook's "memory" but that
doesn't mean it's the address found in the set of proxy addresses
assigned to an object in the AD. Perhaps the email address belongs to
a Contact in the user's "Contacts" folder?

What is happening is that the person we are trying to "Send on Behalf" of
uses an iPhone and that's how the SMTP address gets in the cache.

Huh? How does whatever client software is used by the recipient have
any effect on the information that the Outlook client "remembers"?
Outlook remembers only what it's already seen.

Beats me. But it does. There are two entries when you start typing the
user's name. One of the appears like:
someuser <someuser>
and the other is:
someuser <someuser@xxxxxxxxxx>

So, when the user chooses the one that is from the GAL (someuser <someuser>)
it send on behalf works fine. But when the user chooses the second one it
doesn't. They get an NDR:

You do not have permission to send to this recipient. For assistance,
contact your system administrator.

MSEXCH:MSExchangeIS:/DC=local/DC=Domain:SERVER

Then when
the user tries to select from the cache dropdown the SMTP address is
displayed first so that's the one she picks to use.

"The user" is using Outlook and Exchange to send the message, correct?
If so, while the SMTP email address is highlighted in the list of
addresses, just hit "Delete" instead of "Enter" and it'll be removed
from the list.

I may just have to
train her to use the one in the cache that displays the Display Name only.
Unless, of course, there is a setting I can change somewhere.

I think I'd like to see the answers to the questions I asked in
another post in this thread. Specifically, the contents of the "From:"
and "Sender:" headers of the message as it arrives at the recipient's
mailbox (or departs from your organization).

I'm not really sure how to give you the headers since it doesn't arrive to
the destination properly. I went to sent items to see if I could 'view'
them there but I can't. How do you suggest I grab the headers?
