Problems Giving Send As permission.

I'm having difficulty giving Send As permission to users. This is on SBS
2003 with the latest service packs and other updates applied.

I tried posting this in the small business server group, but no one really
had any good ideas other than sending me the instructions on how to give
Send As permissions. I already know how to do that.

I did it on a different non-SBS Windows 2003 server with Exchange 2003
installed on it. I assigned Send As permissions on the security tab of the
user in Active Directory. (I even did it using the Advanced button to "This
object only" as I read in some posts and it worked fine.)

However, on my SBS machine, I'm experiencing some odd results.

1. After setting the permission for the user. I asked the user to try it.
Knowing it was going to work already, I was on my way out the door and she
confirmed it worked. A few hours later, she complained she was getting an
error now indicating she did not have permissions to send on behalf of the
specified user.

2. Upon confirming her security settings, I noticed that the permission I
had set for her (and the one I did for a test account) had disappeared. She
was no longer listed on the security tab. I put it back (thinking this
would restore her fucntionality. It didn't for some odd reason). Later,
the permissions disappeared again. Even so, even with it back in
temporarily, she could not Send As.

I gave her domain admin rights temporarily since she was throwing a fit
because she couldn't send as. As a domain admin she can send as just fine.
My test user though still gets the error messages and I can't make the
permissions stick (not that it seems to make a difference). I even tried
moving the users to a different organizational unit thinking maybe there was
a policy or something built into SBS that would undo my security changes.
But that made no difference.

So, I've read other articles indicating that it may take some time for the
permissions to take effect (which it didn't on the regular Windows 2003
server). One theory might be that because Windows is removing those
permissions, it doesn't have time to take effect. But, I don't know how to
get it to stop removing the permissions.

Does anyone have any suggestions? I appreciate any help you can give.
