exchange 2003 security and risks

Hi all.
I have to minimize risks of using the exchange server 2003.
One of my tasks is to prevent reading users mail messages by system administrators. As far as i know any who have an access to exchange datebases can read users mail messages by using tools like "Ontrack Powercontrols For Exchange And Outlook" How can i prevent it.
Another quesstion is how to get an access to administrating mail server only for one user.
What's most popular risks of using exchange 2003?
I'll be very gratefull if somebody will get me any link where i can read about it.
