Duplicate email 39 times problem

knowledge in exchange server. Could you tell that what the meaning of the

I think I haven't explained detail in last mail. Now I try to explain all
the happen in this problem.
Our server had this problem after installed exchange SP2 and turn on the
IMF. We had a group in AD (allstaff@xxxxxxx) include all users. The problem
almost surely comes up if we send email to (allstaff@xxxxxxx). Actually the
email will not certain duplicate 30 times, sometimes 8 times, sometimes 38
times, it's unstable. The duplicate email will received on every (00:00
minute) next to the original message, such as the original email received on
15:30, the first duplicate email will at 16:00, the second duplicate email
will at 17:00, etc. Even I restart all the exchange services in server, the
problem still continue. I need to restart server to stop this problem, but
sometimes the problem still continue after I restart server. I had checked
the duplicate email will come from outside sender, but only received by one
recipient (aa@xxxxxxx). Some member of (allstaff@xxxxxxx) email account will
auto-forward to their private email, that email also will receive same times
as the original email. I had checked those email in outlook, all of the
email is not same message-id.
This problem makes me distressed and I know you are difficult to understand
my problem. Could anyone please help me if you know even little hint. I will
deeply appreciate your helpful.
