Hello Angus,
the error you're getting indicates that linked to the recipient policy you have a mailbox manager policy setting, as you know mailbox manager policy no longer exist in Exchange 2K7 so you'll need to remove the mailbox manager policy from the recipient policy itself be fore you can upgrade to the 2007 version. This can be don using ESM of 2K3 box and if you still need the mailbox manager policy just create another MM policy without email address policy using ESM.
