500 None RFC compliant errors

After I installed Windows 2003 SP2 to Exchange 2003 (Sp2) server last week,
ever since the following returned error mesages increased in our mails
server, people trying to send e-mail to different domains. 500 None RFC
compliant
Below is 1 example of the error.

The following recipient(s) could not be reached:
abc@xxxxxxxxxxxx on 7/15/07 10:18 PM
There was a SMTP communication problem with the recipient's email server.
Please contact your system administrator.
<axyz123.com #5.5.0 smtp;500 Non RFC-compliant response received>
****************************************************

I read a lot of article about being RFC compliant vs None RFC compliant, and
Exchange being % compliant
How true is this, and what is the solution here. Based on error message
above,
is our server trying to talk in none RFC format, that it returns error code
500, or is it the other way around?

Note that we used to communicate those mail servers no problem.
