contentfilter.dll causes ESM to shutdown

When I try and access About/Help Topics in ESM the application shuts
down and the following is logged in the Application Even Log:
The description for Event ID ( 1000 ) in Source ( Microsoft Exchange
Server ) cannot be found. The local computer may not have the
necessary registry information or message DLL files to display
messages from a remote computer. You may be able to use the /
AUXSOURCE= flag to retrieve this description; see Help and Support for
details. The following information is part of the event:
contentfilter.dll, 6.5.7638.1, 430e739c, hhctrl.ocx, 5.2.3790.3959,
45d70a43, 0, 00013368.
and
