System attendant mailbox problem

I've got a problem with an exchange 2003 server.
The mailbox store apparently disappeared, and was not mounted. The
administrator of the domain then created a new store, moved the
existing mailboxes into it, and re assigned them to their users.
However, there is no system attendant mailbox in the new store. There
are also several errors.
The offline address list cannot be updated, which is causing issues
for some users. However, the message store is mounted, and most users
can send/receive normally.
There are a couple of errors in the application log:
event id 9175
The MAPI call 'OpenMsgStore' failed with the following error:
The attempt to log on to the Microsoft Exchange Server computer has
failed.
The MAPI provider failed.

If I attempt to rebuild the offline address list, I get the following
error in a popup:
Mapi or unspecified service provider

I changed the HomeMDB attribute of the system attendant directory
object to point to the new message store, and it is now trying to
recreate the system attendant mailbox, but fails with the following
error in event viewer:
event id 1205
Failed to create the mailbox of /o=First Organization/ou=first
administrative group/cn=Configuration/cn=Servers/cn=OURSERVER/
cn=Microsoft System Attendant with error 0x50c.
As far as I can see, this is because the system attendant mailbox was
once in this store, and is now tombstoned. So it can't be recreated in
the store. However, I can't create another store to host it because I
get a message that the server already hosts the maximum number of
stores.
So, what's the best way around this?
