Working on this. We inherited this and are working towards "Best
Practices". But, you are correct. There were not multiple Domain
Controllers in the children domains (all single DC 'environments' running
Windows 2000 SP4). I encounter this a lot and work towards resolving this
issue where I can. Cost is often a huge factor....and, I know what you are
saying: "How much does it cost to rebuild the environment from
scratch/backup? How much does the down time cost? How effective are the
employees just sitting there, twiddling their thumbs?"....

I am with you on all of that. The client is not always on the same page,
though. Or, they are but have budgetary constraints that cause delay to or
rejection of the implementation of additional Domain Controllers....

No, the Schema Master in your site must be at least Windows 2003 SP1 and
you must have at least one GC in your site that is at least Windows 2003
SP1. In most cases these are usually the same server.
