How is someone (Bob) that doesn't have a User account in your AD able
to send anything from within your Exchange organization?
And how is it that Tom, who doesn't work there, either, still has a

any Calendar invite, the system tries to send a
copy of it to Tom and then Bob gets a NDR.
So, Bob still works there and has a User account and a mailbox. Tom is
the only one of the two that doesn't have a User account and mailbox.
We can not figure out where in
AD, Exchange or Outlook that Bob is still sending a copy of invites to Tom.
This is weird and strange and I hope I have described it right.
Start with Bob's mailbox and see if Tom is still a delegate for Bob.
