DST / TZ display string

Hi all,
I thought I had navigated the DST update fine but I've noticed a
problem. I can't recall anyone complaining about this last year but I
can't be sure if this was the server's behavior last summer or not:
When a calendar item is created, it seems to follow DST correctly on
the calendar (for instance, here on the US east coast it puts it GMT-4
while for our colleagues in England it puts it GMT). The problem is
when the email is sent out, the time zone string says "(GMT-05:00)
Eastern Time (US & Canada)"; several international colleagues have
missed conference calls by one hour because they only looked at the
email rather than at their calendar item (which I have verified is at
the correct absolute time).
Was there some part of the update that I missed that changes the time
zone name in the email to "GMT-4"? Or is that simply the official name
of the time zone at all times, even when local time is actually GMT-4?
