ExMerge permissions

Hi,
I'm trying to move mailboxes from one server to another (diff forrests
and organizations) using ExMerge (the two step process). I've successfully
exported mailboxes into PST files, created corresponding mailboxes on the
destination server and now I'm trying to import the PST into the dest server
but I'm getting the following error (instance per mailbox):
[10:59:58] Error opening message store (MSEMS). Verify that the Microsoft
Exchange Information Store service is running and that you have the correct
permissions to log on. (0x8004011d)
[10:59:58] Errors encountered. Copy process aborted for mailbox
'username_goes_here' ('username_goes_here').
What permissions do I need to tweak in order to be able to import the PSTs?
I have already given my account full access to the exchange database and
restarted all the exchange/IIS services but I'm still getting the error.
