Either way.
I just did a similar installation where the decided factor between user
instruction (or admin assistance at the desktop) versus bringing the PST to
an admin was made based on mailbox size and WAN connectivity.
exmerge.exe will work from a workstation with Outlook and the Exchange
System Manager (from 2003) installed on it as well, but I had few enough
PST's coming in, that I ended up just using Outlook from an Exchange mailbox
To create a user account with rights to open other users mailboxes (in
Outlook or exmerge) you can run the following powershell commands after
adding your import user as an Exchange Admin view only
get-mailboxserver "SERVERNAME" | add-adpermission -user
"IMPORTACCOUNT" -accessrights ExtendedRight -extendedrights Send-As,
Receive-As, ms-Exch-Store-Admin
Then log into your workstation and do your PST import via exmerge or outlook
(exmerge if more than 10 or so I would say)

We are going to exchange 2007 while running outlook 2003 enterprise wide.

are are going to be running cached exchange mode. We currently are not on
exchange so every user has a PST file. After we get all the mailboxes up
and
going on the exchange server we want to import the old info form the pst
file.
Is the best way to do this by having each user do the import locally then
since we are running in cached mode the server will then update itself. OR
should I as the admin take all the pst files and import them into the
users
mailboxes on the server?
