we have our mail server host with a company not in the office, and
they tell me the problem is not from them we use Microsoft 2003
outlook.

Are you using Internet mail in Outlook? (if so, why?) If you are doing this,
and are sending out your Internet mail using an SMTP server that isn't your
own/isn't your Exchange server, you need to configure your Internet mail
account's SMTP settings to authenticate to the outbound server.

Note that this is not an efficient setup; you ought to use your Exchange
server for all your mail, and have no Internet mail accounts configured on
any client (nor PST files). It's a lot easier to do
support/maintenance/troubleshooting if you let Exchange handle everything,
not to mention faster & more secure.

The errorss & message you're getting have to do with whatever SMTP server
you're using for Internet mail. One is saying you've sent to too many
recipients or sent too many messages, and the others are saying you need to
authenticate to the SMTP server you're using.
If you're using your Exchange server to send all your outbound Internet mail
to a 'smarthost' for delivery, you may need to authenticate to it - or use
someone else's. If you aren't using Exchange to send your Internet mail,
this would be an Outlook issue (and your ISP's/whomever you're using for
Internet mail), and not an Exchange one.

I looked @ the settings on outlook but could not find anything wrong

we dont have an exchange server in the office, but an ISP is providing
us with mail services (POP3) and in the office we use Microsoft
OutLook 2003, and each computer gets its mail directly from our mail
sevice provider, last week I started getting the error message above,
now some times the mails goes other times it does not, my mail
provider says its an Internal error. I configure Outlook account's
SMTP settings to authenticate to the outbound server.and now I get
this

550 Blocked: max_bad_to for ip exceeded 51>50 41.204.233.31
