From the description, I understand the issue is that you cannot make send
as work.If I am off base, please don't hesitate to let me know.

Let us refer to the following steps to troubleshoot the issue:

To allow a user send mail as the owner of another mailbox, we should grant
the user "Send as" permissions for another user's mailbox.

To grant the user "general" "Send as" permissions for the user's
mailbox:group@xxxxxxxxxxx

1. On an Exchange computer, click Start, point to Programs, point to
Microsoft Exchange, and then click Active Directory Users and Computers.

2. On the View menu, click to select Advanced Features.

3. Expand Users, right-click the the user account and then click
Properties.

4. Click the Security tab, and then click Advanced.

5. In the Access Control Settings for MailboxOwner dialog box, click Add.

6. In the Select User, Computer, or Group dialog box, click "general" and
then click OK.

7. In the Permission Entry for MailboxOwner dialog box, click This Object
Only in the Apply onto list.

8. In the Permissions list, locate Send As, and then click to select the
Allow check box.

9. Click OK three times to close the dialog boxes.

Then, the user "general" should be send messages that appear to be sent
from the user.

Note that since many users can log on as the user "general", those users
can also send mails as that user then. I suggest granting all of the users
"Send as" permissions for the mailbox of the user "general". So, the users
can send mails that appear from "general" in their own profiles.

In addition,It is possible that 'Send As' permission keeps disappearing
due
to the following scenario.

1.you need to move the user account from the following group since the
permission of the user account that is a member of one of administrative
groups will be reset to match the ACL of the AdminSDHolder thread.

Enterprise Admins
Schema Admins
Domain Admins
Administrators
Domain Controllers
Cert Publishers
Backup Operators
Replicator Server Operators
Account Operators
Print Operators

2.In addtion,install SBS 2003 SP1

Note:This issue could be caused by the groups listed above since the these
groups are one of the protected groups in Windows 2003 server. An Active
Directory domain controller that holds the primary domain controller (PDC)
operations master role (also known as the flexible single master
operations
role or the FSMO role) runs a thread every hour to check the access
control
lists (ACLs) on the above groups and all of the member objects of these
groups.


If a user account is a member of one of these administrative groups
because
of its membership with a distribution group, the user account's ACL is
checked when the thread is run and may be reset to match the ACL of the
AdminSDHolder thread.
