change password, Exchange 2000 back end, E2k3 front end, Error 404

I'm sorry if this post is confusing.
We can no longer use the change password button on our 2000 exchange
servers with our new 2003 Front end.
I have made the changes in the front end server to enable password
changes because we have a back end server that is 2k3 as well. I
checked the Exchange 2000 back in and it had the appropriate registry
key set to 0.
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeWEB\OWA
The change password features work fine on the back end servers that we
have that don't use the front end for webmail access. Ok, this whole
scenario is a little confusing, I'm sorry.
To make a long story short, we have a 2003 FE and multiple back ends
running 2000 and one on 2003. The 2003 BE works fine, the 2000 BE
servers (if they are using the front end for webmail) get a 404 error
when you click the change password button.
I read the KB article about checking for some inherited .dll files on
the virtual directory in IIS, but they weren't in there. The change
password button was working before I started using the 2003 FE for
webmail. If I bypass it, and go directly to the BE server OWA, the
password change works.
