Turn up diagnostic logging for MSExchangeAL to minimum for all
catergories, then restart the System Attendant and look for errors in
the Application Log.
It could be a problems with a missing proxy dll or missing permissions
trying to update a dl with hidden membership. When it encounters one
of these problems the RUS goes to "sleep". You may already have some
errors in the application log for MSExchangeAL but if not follow the
steps above.

Having an issue with our Exchange that from what I have read, may be a RUS
issue?? What is happening is this. If we create a new user account and
mailbox, the mailbox is not appearing in the appropriate storage group nor
the email address in the GAL. When I check the advanced Exchange Tab on
the
newly created user account and look at mailbox permissions, only SELF is
present. Normally, there is a whole host of inheritted permissions. The
account is also set to inherit email addresses from the global recipient
policy and does not. No addresses are present for the user.
If I update the RUS manually, still nothing. Any input on how to resolve
this issue would be appreciated.
