Create a mail-enabled contact for each "user" and then add these contacts

provide
them with the e-mail address (staticgroup@xxxxxxxxxxxxxx, for example).
Exchange will work that way, but the mail may be rejected or dropped,
classified as spam, or quarantined. Why? Because if the sender's
domain publishes SPF data the sender's IP address (your Exchange
server) isn't going to be an authorized sender for the domain.
