permissions are set for basic.
NTFS permissions are:
administrators - full
everyone - read and execute
system - full
users (servername\users) read and execute

What permissions do you have for your rpc virtual directory in iis?
Should be set to basic. Also check the ntfs permissions on your
rpcproxy.dll file what accounts are listed?
