Our setup is that mail is forwarded to a smart host (ISP) and then
forwarded to the rest of the world.
Exchange is configured to allow delivery receipts and allow non
delivery reciepts.
If I track the email using the MTC, I find that the mail has been
delivered to the ISP.
While testing, I have found one of my test emails hasn't bounced,
hasn't been delivered to the ISP.

All you can do is ask the people who run the smarthost. Once it's left your
server, it's up to them entirely to deliver it.
